Kwasi Kwarteng says the proposals, announced just 10 days ago, had become “a distraction”.
Chancellor Kwasi Kwarteng is expected to make a statement reversing the proposed scrapping of the 45p rate of income tax in the next hour, 10 days after he announced it in the government’s mini-budget.
The U-turn comes after several Conservative MPs voiced their opposition to the removal of the top tax rate.

Former cabinet minister Grant Shapps had warned Liz Truss was likely to lose a Commons vote on the plan.
